TII hosted East Asia Pacific Insurance Forum 2026 - Global Perspectives on an Envisioned Future July 22, 2026
The "East Asia Pacific Insurance Forum 2026," organized by the Taiwan Insurance Institute (TII), was grandly held on July 22 at the Chang Yung-Fa Foundation International Convention Center. Under this year’s central theme, “Global Perspectives on an Envisioned Future,” the forum gathered approximately 275 insurance professionals, regulators, and scholars from the U.S., Japan, and Taiwan. The event provided an in-depth exploration of the latest adoptions, opportunities, and challenges within digital transformation, macroeconomics, green finance, and super-aging societies, building a forward-looking blueprint for the sustainable development of the insurance industry.
Since 2018, TII has organized the "East Asia and Pacific Insurance Forum," dedicating itself to establishing a bridge for exchanges and interactions between insurance organizations, associations, and cooperative networks across the Asia-Pacific region and Taiwan's insurance industry. By exploring the latest global trends, the forum integrates international regulatory perspectives with industry practical needs, focusing on critical insurance issues to build a platform for deep exchange.
FSC Vice Chairperson Chen stated in his remarks that Taiwan has implemented the ICS 2.0 this year, successfully aligning with IFRS 17 while addressing local needs to further strengthen market resilience. Looking ahead, the government will uphold the principle of "prudential supervision and innovative development," focusing on three core areas: first, driving AI technological transformation while implementing AI guidelines and data governance; second, optimizing relevant mechanisms to guide green finance investments; and third, building an all-age-inclusive financial framework and promoting microinsurance to address global challenges such as super-aged society and climate change. Concurrently, the FSC will deepen regulatory cooperation with international organizations such as the IAIS to narrow protection gaps through public-private partnership. He emphasized that "protection" remains the core value of insurance, hoping that this forum will spark innovative ideas to jointly forge a stable and sustainable future for the insurance industry.
Sharing a similar vision, TII Chairman Huang emphasized in his opening remarks that in confronting emerging risks brought by AI and green energy development, jurisdictions must strengthen regulatory cooperation and establish consistent governance mechanisms to jointly safeguard global financial and economic stability.
The morning sessions kicked off with presentations from internationally renowned heavyweight speakers. The opening keynote address featured Mr. Scott Saiki, Member of the NAIC Executive Committee and Insurance Commissioner of the State of Hawaii Insurance Division, who spoke on “US Insurance Regulatory Update: Regulatory Framework for Digital Insurers & Market Innovation.” His presentation offered profound insights into how big data and artificial intelligence (AI) are fundamentally driving the transformation of regulatory efficiency from the inside out. He explored the revolutionary restructuring from RegTech to insurance products and customer experiences, guiding insurers to responsibly deploy technology while reshaping operational momentum in the AI era.
Following the opening keynote, the Chief Investment Officer of Nomura Asset Management from Japan shared macro-economic insights in a presentation titled "“Sanaenomics” and Beyond: Strategic Perspectives for East Asian Insurance Markets & Investment under Japan's Responsible and Proactive Expansionary Fiscal Policy." The session provided a deep-dive analysis of the ripple effects triggered by Japan throughout the East Asian region. It explored how insurers can strategically forecast asset allocation, optimize market expansion strategies, and precisely capture emerging opportunities within regional financial and insurance markets under a new expansionary fiscal environment.
In the afternoon, the focus shifted toward sustainability. Dr. Linus Chan, President of TII, personally moderated and delivered the introductory remarks for the roundtable discussion, “The Next Frontier of Green Insurance.” The panel brought together professional consultants specializing in financial net-zero transformation services, leading academic experts in sustainable finance, and senior executives from the non-life insurance industry. Against the backdrop of the global green finance wave, the panelists engaged in an in-depth discussion regarding the positioning of insurers under sustainable finance and the development of green insurance product disclosure mechanisms. The session aimed to reinforce market credibility through enhanced information transparency, thereby assisting domestic insurers in building future growth momentum and capturing global market opportunities.
Addressing shifts in global demographic structures, the forum next invited a senior expert from the Nippon Life Insurance Research Institute (NLI) to present “Navigating a Super-Aging Society: The Innovative Convergence of Long-term Care and Insurance Services in Japan,” focusing on the transition opportunities within a longevity economy. By drawing on Japan's practical experiences, the speaker discussed the deep integration of elderly long-term care services with insurance products. This evolution shifts the role of insurance from traditional post-incident compensation to comprehensive, full-lifecycle care, helping insurers create an extended service value chain and tap into new blue ocean opportunities.
The forum concluded with a highly anticipated Thought Leadership Spotlight featuring Ms. Petra Hielkema, Chairperson of the European Insurance and Occupational Pensions Authority (EIOPA) and Vice Chair of the IAIS Executive Committee, who joined the event remotely to deliver a presentation titled “Global Perspectives: Strategic Priorities of EIOPA and IAIS.” Her address profoundly conveyed the core directions of global insurance regulatory policies, aiming to assist domestic insurers in keeping pace with international trends during structural adjustments, thereby sharpening their strategic responsiveness and core international competitiveness.
Marked by vibrant exchanges among domestic and international experts, the East Asia Pacific Insurance Forum 2026 concluded on a highly rewarding note. Through this cross-border, cross-disciplinary exchange of practical experiences, the event successfully injected forward-thinking insights into the Taiwanese market, collectively fostering a positive, resilient, and sustainable momentum for the insurance industry.
