銀行保險展望與監理制度之改革–以日本經驗為比較研究中心 Reform and Future of the Supervisory System in Bancassurance

摘要
  自2001年起,因主管機關大幅放寬銀行通路經營架構與銷售保險商品種類,我國銀行保險通路在短短數年內,在保險市場上已占有舉足輕重之地位。是以,本文於參酌日本之經驗後,基於監理專業性與避免重複監理之理由,對非傳統保險通路銷售保險商品之監理管轄建議宜由單一機構負責監理。換言之,他業如欲與保險業合作推廣招攬保險商品時,均需經保險主管機關核准,且對保險商品之招攬行為亦應歸保險局所管轄,使監理單一化。

Abstract
  Due to a series of regulatory reforms and de-regulations, Banscasurance has developed promisingly and contributed significant volume of business income to the insurance market since 2001. Drawing from experiences from Japanese Bancassurance, this article proposes that any enterprises belonging to non-traditional insurance distributional channels should have permission to sell insurance products in order to meet both professional standards and avoid duplicative regulatory supervision. It is suggested that the authorities should combine the Bancassurance supervision regulations into single regulatory structure that is enforced by the Insurance Bureau.
