電子商務保險析論

　　隨著網際網路的進步與應用，企業的經營型態已邁入蓬勃發展的電子商務時代。然而，科技創造便利、帶來商機的同時，也產生了一連串的新問題，如電腦病毒、駭客攻擊等危機及資訊安全等相關法令問題，因而加重了企業經營的責任危險，遂有電子商務保險的出現。
本文將分析電子商務企業面臨的新興風險、介紹其危險管理的方法和工具、檢視傳統財產保險是否有保障不足的問題，並比較國內外電子商務保險內容之差異。另外，就資訊安全管理的標準及電腦鑑識科學的角度，探討核保理賠實務運作上應注意之事項。最後，推究當前電子商務保險市場遭逢的問題，並試擬建議以茲解決，期能促進我國電子商務保險市場的健全發展。

A Study on E-Commerce Insurance　　　　　　　　　　　　　　　　　　　　
With the explosive growth and extensive use of internet, the business style of enterprises has been changed into the rapidly expanding e-commerce. Unfortunately, as enterprises get the benefits and convenience of information technology, they also suffer from the brand new and unique risks- computer viruses, hacker attacks and other laws related to information security. Therefore, the stand-alone e-commerce insurance, emerging in the 1990’s, is adopted to cope with the so-called cyber risks.
The first part of this paper elaborates the new risks of using e-commerce and internet in the enterprise operation. Secondly, several tools and methods of e-commerce risk management are introduced, and the third part identifies the coverage limitations of traditional property insurance policies and compares the differences between national and foreign policies. Moreover, from the aspects of information security standard and computer forensics, this paper also discusses some issues of e-commerce insurance underwriting and claims. The last part of this paper focuses on some problems restricting the growth of e-commerce insurance market and further suggests some resolutions to them
