由八八水災論損害防阻與保險機制From the Flood Disaster on August 8th, 2009, Discussing the Mechanism of Loss Control

摘要
莫拉克颱風帶來豪雨重創南台灣,導致土石流、洪水及淹水等災害。台灣飽受天災威脅,除地震、颱風豪雨及土地超限利用等因素,全球氣候變遷更使傳統設計及思維無法應付。有鑑於此,政府施行災害防救法、成立應變中心並建立預警系統,而損害防阻服務平台也結合各界菁英及社會組織提供損防建議,提升損防服務之效率與效能,妥善運用保險機制如完工後土木工程保險亦可分擔損失。建議各界能落實損害防阻措施,方能有備無患、趨吉避凶。

Abstract
Typhoon Morakot hit upon southern Taiwan with heavy rains, leading to disasters such as mud and rock slides, flooding and inundation, etc. Taiwan is suffered from the threats by natural hazards, which cannot be handled by using traditional designs and mindsets not only because of the factors such as earthquakes, typhoons, heavy rains and over capacity uses of land, but also the global climate variations. By dint of this, the government is implementing Disaster Prevention and Response Act, setting up Disaster Emergency Operation Center and establishing warning systems. Besides, Loss Control Service Platform also joins together elite from all industries and social organizations to provide the loss prevention recommendations, promote the efficiency and effectiveness of loss control service and operate the insurance mechanism like Civil Engineering Completed Risks (CECR) to share loss as well. We recommend all people of different walks of life enforce loss control measures to ensure we’re safe with all precautions taken and to seek good luck for avoiding impending trouble.
