從新農業政策探討可行之農作物保險組織管理模式A Study of a Crop Insurance Organization Management Model

摘要
農委會在2006年規劃推動「新農業運動」施政架構的農業政策變革項目中，對於農業保險部份，計劃研究將農業天然災害救助移轉為農業保險，以降低農漁業經營風險。本文即從農業組織管理的角度，針對相關農業保險法規未制定前，探討如何建置農業經營組織、經營模式等農作物保險制度；嘗試以種稻的農民為試辦農作物保險的對象，由中央主管機關訂定辦法，分區、分類、分期試辦農作物保險，並將農作物保險與天然災害救助相關資源整合統整運用，以兼顧農業發展與農民收入；並為實踐「新農業運動」中，農作物保險規劃時提出具體推動的可行性建議。

Abstract
The Agricultural Committee plans “the New Agricultural Policy” in 2006, agricultural insurance become a tool of agricultural policy. Studying the agricultural natural disaster rescues shifting to the agricultural insurance, reduces the overall management risk, An experiment of the agricultural insurance is considered. The agriculture management model and the operation scheme to the complete agricultural insurance system, and rescues the natural disaster in accordance with the integrative agricultural insurance resources, after practices in the New Agricultural Policy, construction agricultural insurance plan is the reality feasibility.
